Banning serial harassers from the subway is misguided

New York City Councilman Chaim M. Deutsch proposed banning serial gropers from the subway. Deutsch’s intentions are noble but a lifetime ban is infeasible and intermediary steps should be taken to stem sexual harassment, writes Sarah M. Kaufman of the NYU Rudin Center for Transportation.
