Not much gets done in New York government without lobbyists having a say. Government relations professionals ensure a wide range of stakeholders have a voice in policymaking – and a chance to persuade public officials to advance, obstruct or adjust a policy proposal. City & State’s Top 50 State Lobbyists list highlights the best of the best in this business. This list ranks government relations firms in New York based solely on 2023 lobbying compensation, as reported to the state Commission on Ethics and Lobbying in Government and current as of mid-October. Organizations lobbying on their own behalf are omitted, and lobbying entities in the same corporate family in 2023 are combined. We also asked each firm to share its biggest accomplishment from the past year as well as a few key executives, industries and clients – which we identified from state filings for the few firms that didn’t respond.
While Brown & Weinraub retained its top spot and many of the other ranks were filled with familiar firms, there were some notable changes. Bolton-St. Johns moved into second place, while Pitta Bishop & Del Giorno broke into the Top 10. Manatt, Patrick B. Jenkins & Associates, Hollis Public Affairs and Catalyst Government Relations all raised their annual compensation by over a million dollars as they leapt up the rankings. And TLM Associates just made the cut, before merging with Elk Street Group in January – and the combined entity is poised to move up next year’s list.
