Is the governor’s plan to avoid the L train shutdown a good idea?

Over the weekend, Robert Mujica, the governor’s budget director, asserted that Gov. Andrew Cuomo does not control the Metropolitan Transportation Authority.

“The Governor will step up, even if not politically in his own best interest,” Mujica said as part of a lengthy statement issued on Sunday. “But the Governor is not going to represent to the people of the state that he is responsible for the MTA when he isn't.”
